According to Legislation, Management of Blocks of Flats to Be Considered Type of Specialized Activity

The executive body proposes an amendment and addendum to the Law on Management of Blocks of Flats. The purpose is to consider the management of blocks of flats as a type of specialized activity according to the legislation. The RA Chairman of Urban Development Committee Armen Ghularyan informed that about 19.000 blocks of flats in the republic have more than 450.000 apartments. Out of those 19.000, management bodies have been formed in only 42%, about 8.000 buildings, and in the case of the remaining 58%, management bodies have not been formed, the management should be carried out by the communities. Armen Ghularyan noted that after the privatization of the housing stock in the post-Soviet years, the management bodies of blocks of flats were formed mainly without following the procedures. No knowledge, experience or other requirements are defined. According to him, it is impossible to ensure effective management due to the lack of knowledge related to the management of blocks of flats. The Government, pursuant to the proposed regulation, will be empowered to define the requirements for the professional qualifications of persons performing the functions of managing blocks of flats, as well as the procedure for involving them in the management of blocks of flats. The law will enter into force in 2025.

The issue was approved by the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection.

New regulations proposed in the Law on Protection of Atmospheric Air and attached laws were debated in the second reading. The RA Deputy Minister of Environment Gayane Gabrielyan noted that the issue was debated in the Head Committee during the period between the first and second readings. The amended and mutually agreed version was presented.

The adoption of the law is aimed at defining the legal and organizational bases of the protection of atmospheric air in order to protect the quality of atmospheric air.

In their questions, the MPs referred to the use of motivation tools for private companies, the negative effects of atmospheric air pollution, the technical adequacy of monitoring centers, etc. The issue was approved by the Committee.

The debate of the legislative package on Making Addenda to the Law on Local Self-Government in the City of Yerevan and related laws was postponed for up to two months.
